Do small cell contractors need the same umbrella limits as tower erectors?

It depends on the MSA, but generally small cell contractors face slightly lower umbrella requirements than tower erection crews. While traditional tower work MSAs commonly require $10M umbrella, some small cell and DAS-focused programs accept $5M because the severity exposure is lower at 25-50 feet versus 200-1,000 feet. However, this is not universal. If your small cell work falls under the same turf vendor MSA that covers tower erection, the insurance requirements may be identical regardless of actual work performed. The MSA typically sets one insurance standard for all work types under the agreement. Additionally, small cell work in dense urban environments creates property damage exposure (dropping equipment onto vehicles, pedestrians, or storefronts) that can generate significant claims despite lower heights. A piece of equipment dropped from 40 feet onto a pedestrian in a city center is still a catastrophic claim. The practical approach is to carry umbrella limits that satisfy your most stringent active MSA. If any of your agreements require $10M, you need $10M regardless of which specific project you are on, because the policy covers all operations during the policy period.
