Per-Project Aggregate

A policy modification that applies a separate aggregate limit to each project or job site rather than sharing one aggregate across all operations during the policy period. For tower crews running simultaneous builds across multiple sites, a per-project aggregate prevents one large loss from exhausting limits available for unrelated projects.
