Umbrella vs Excess

Coverage Structure

An umbrella policy provides broader coverage than underlying policies and may drop down to fill gaps, while an excess policy follows form exactly and only pays after underlying limits are exhausted. Tower contractors carrying $1M CGL limits often need $5M to $10M in umbrella or excess to meet MSA thresholds. The distinction matters when the underlying policy excludes a claim that an umbrella might still cover.
