What insurance do small cell and DAS contractors need?
Small cell and distributed antenna system (DAS) contractors face a different risk profile than traditional tower erectors, but still require specialized coverage. Working heights are typically 25-50 feet on utility poles, street lights, and building facades rather than hundreds of feet on self-supporting towers. However, the work environment introduces its own exposures: traffic exposure on public right-of-way, municipal property damage (street lights, utility poles, sidewalks), third-party property damage in dense urban environments, and fiber splicing and electrical work. Required coverages include: GL without height exclusion (even though heights are lower, a 25-foot exclusion would eliminate most small cell work), workers compensation with appropriate class codes, commercial auto, umbrella to MSA-required limits, and often professional liability since small cell design involves network engineering. Additional considerations include: traffic control liability, municipal permit bonds, and property damage coverage for existing infrastructure on the pole or structure. Some carriers view small cell work as lower risk than traditional tower erection due to reduced heights and may offer more competitive rates. However, the urban environment and proximity to the public creates higher frequency (though lower severity) of third-party claims.
